Is blasphemy against the holy spirit when you say something bad about God like saying God doesnt exist?

It may be considered blasphemy, but it is not "Blasphemy against the Holy Spirit"; which may be defined as a deliberate rejection of the existence of God and his power. Saying "Damn you" to God implies an acknowledgement of His existence (albiet an unfavourable one) and is therefore not the "higher" form of blasphemy.
(at least that is how I understand it....) Blasphemy against the Holy Spirit is when an unbeliever denies the Holy Spirit, thus rejecting the salvation of Jesus Christ. This is not just the act of the sin but the continuation of the sin till death makes it unchangeable.

Not at all. For the sake of brevity, blasphemy against the Holy Spirit is the unpardonable sin of having received the Holy Spirit from God following "repentance and baptism" (see Acts 2:38), having it dwelling within you witnessing with your spirit to the Truth of God's Word (see Rom.8:16) - and when trials and tribulations come along - GIVING UP ON GOD!
Living according to God's Word is a struggle and not an easy road. It's a life of learning to overcome the pulls of the flesh and the world (see Rev.2:7, 11, 17, 26 & 3:5, 12, 21 & 21:7).
God bestows His "gift" of the Holy Spirit on whom He will. The Holy Spirit is a portion of God's power not to be trifled with. The Holy Spirit is a spark of God Himself, given to help His called-out-ones to learn, grow and develop into His future Children. To give up on the struggle once the Spirit is received is virtually self-abortion... cutting the umbilical cord that supplies the spiritual nourishment of Truth the Spirit provides.
God hates quitters... and to quit on the struggle after the Spirit is received is the ultimate blasphemy against God.
