Blech is a compound. It is sodium/potassium chlorate (NaClO3) or (KClO3).

It is a crystalline solid. However, when purchased in shops it is dissolved in water. The strong clean smell is the chlorine being liberated. It is the chlorine that does the bleaching/whitening, and acts as a disinfectant.

Clorox is a trade name for sodium hypochlorite solution. Sodium hypochlorite (NaClO) is a chemical compound, not a mixture of independent chemical elements.

The answer depends on the "bleach" to which you are referring.

For example, ozone, O3, is used industrially as a bleach, and is a form of pure oxygen, so it would be considered an element.

A more commonly used bleach, hydrogen peroxide, H2O2, is a compound, as is the most common laundry bleach, sodium hypochlorite, NaOCl.

These last two may seem to be mixtures, because, at room temperature, they readily break down into water and oxygen, and sodium hydroxide (lye) and chlorine gas, respectively. However, since they only combine at specific ratios, requiring the use of external energy, they are actually very unstable compounds.
