That's a tricky question. The answer is both. Think about how you define voluntary and involuntary muscles. Voluntary muscles are muscles that you can intentionally control. While involuntary muscles are muscles that act on their own accord. Anyone can blink if they choose to, making it a voluntary muscle, but if you try to avoid blinking, it'll happen anyway. Making it an involuntary muscle as well. This is one of the few muscles that are in the middle of these two classes.

It's definitely a voluntary muscle. Of course you always want to blink, but you can generally control it.

Your iris, the coloured part of your eye which controls the size of your pupil, is involuntary as it contracts and relaxs to change the amount of light that enters the eye without you thinking about it.

You can open and close your eyelids whenever you want or need to. But, if you try to keep your eyes open, they will close by themselves.
