No, unless the cat has a transmittable disease or parasites such as worms. If you are handling it in any way such as cleaning a litter box, you should always was your hands. Preferably with an antibacterial soap.

No. No animal excrement is meant to be eaten. It is the result of food that has had all energy, vitamins, and nutritional value taken out of it. No fecal matter should be eaten, and there are many possible consequences related to eating feces, such as disease. Mad Cow Disease and other E Coli bacteria is a serious threat, as well as certain parasites.
