This is a very interesting question. The field of linguistics studies the command of language, among other things. The people you associate with affect the dialect of a language you speak. For example, if you spend a lot of time with peers whose parents are highly educated, you will very likely be exposed to a different form of a language than if you spent a lot of time with individuals from an uneducated background. That being said, being exposed to many words doesn't guarantee command of a language. You can read and hear all kinds of gigantic words, but without knowing what they mean you don't honestly have 'command' of them. Every person is born with the ability to learn a language, and seems to have an innate knack for picking up a language, called by linguists "Universal Grammar". Many individuals pick up different dialects of one language, such as a student who moves from the countryside to a prestigious university--he or she will understand 'hill speak' and be fluent in its nuances, but will also gain command of Standard English. Switching between different dialects of a language is called Code Switching, and takes practice and study. In other words, the command of language is a very complicated phenomenon and involves everything you mentioned, and more.

education is a matter of right because a persons future is more guaranteed when he or she is educated. He can be anything in life if he is educated and no one can stop him.Without education our aspirations in life could be limited .
