Obviously this is a question asking for opinions, so take any opinion, including mine, with a grain of salt.

Pakistan needs secularism and irreligion much more than it needs democracy. Pakistan's traditional cultures will constantly drag it into conflict with modernity. The state needs to create a modern, young, educated population that can actively engage with the world and bring peace and jobs to Pakistan. If it takes a dictator to achieve this, then that dictator is necessary. If it can be done in a democracy, then that would be even better, but both are far superior to any system that allows tradition to dictate outdated and irrelevant management systems.
