It might be okay if the 11 year old is responsible and if he can actually control the dogs he will be walking. The dogs should be trained, therefore, not aggressive towards other people or animals because an 11 year old may not be capable of restraining the dog, especially if the dog is of a larger breed. Should he walk an aggressive dog, another person or animal can be injured. In addition to this, make sure the dogs the 11 year old will be walking have had all of their vaccinations and make sure you know of any health problems the dogs may have.
