The general public often defines "science" under the category of all experimental sciences, or fields of knowledge in which it is possible to control for every variable (math, physics, chemistry, Biology, geology, etc.). However when dealing with people, who are much more complicated than mere atoms, it is not possible to have a pure experimental science. The next best thing are what are called non-experimental sciences, or what are more commonly referred to as the Social Sciences (politics, economics, anthropology, psychology, sociology, etc.).

When education as a field focuses on analysis or improvement, it often uses scientific methodology to improve learning retention, and so in this respect it is a science. However when used for routine purposes, it's more of an art.
