Reinstalling Outlook should not delete your email or overwrite your settings. However, you should definitely backup your data before reinstalling Outlook in case you run into any issues. Backing up data (email, contacts, etc) with Outlook is easy.
Backup your data to a .pst:
Open Outlook
File -> Tools -> Import and Export -> choose export to .pst
