Most flour comes from wheat which is a grain. We also get corn meal from corn which is a flour but coarser.

Flour as the term is normally used is made from wheat. However, many other grains can be used to make flour for baking and break making, including rye, barley, corn and rice. These are normally labelled as "Corn flour" or "Rice Flour" to differentiate them from plain flour.

Basic flour is natural in the sense that it is made by the simple process of grinding grain. However much of the flour used today is not natural in the sense that it has been treated with various chemicals and gasses that bleach the flour and change (improve) its baking qualities.

Flour (normal wheat flour) is made by grinding wheat until it turns to powder. There are other types of flour (rice flour, soy flour, rye flour, buckwheat flower, etc.) but all are made by grinding grain until it turns to powder. So yes, it manufactured by people but it's not artificial.
