Well, it's illegal in the U.S.,( it shouldn't be) but in Mexico (where most of the slaughtering takes place) They shoot it in the head and let the blood drain out, they also hang it upside down and stab it to let the blood drain.

Horse meat is a byproduct of horse breeding in most countries that have a surfeit of horses and/or countries/individuals that don't have a sense of moral obligation to horses as pets.

Japan, for example, consumes horse meat and, since they have limited land, horses that do not serve a designated purpose are slaughtered for their meat.

China provides horse (mane and tail) hair to hobbyists and uses hides for coats. Whether horses are bred expressly for the purpose of slaughter in association with these markets is very probable.

Many cultures would consider it to wasteful not to use horses for meat if they are no longer useful or need to be destroyed due to injury, infirmity or poor conformation/deformity.
