Horticulture means the science/art/practice of cultivating fruits, vegetables, flowers or ornamental plants. Horticulture is only a branch of agriculture, as agriculture deals with growing of crops and rearing of animals, horticulture is only related to cultivating gardens.

It is both. Horticulture is a sub set of agriculture, and agriculture is an industry. Other sub sets include Aquaculture, Forestry, Dairy production, Beef production, etc. The word 'horticulture' means literally 'garden agriculture'. It is also a thriving industry. Generally, in terms of classifying it, it is put with agriculture.
