If it is the same as the '96 model, then no. There is just enough room to get a little hand in there to replace it.
I know it is on the '96. So, just give your local Ford parts person a call. They will tell you.
How do you remove acuator switch
You have to remove the door panel by unbolting the handle and then removing the panel which you can pull off if your brave or get a removal tool from an auto store. There is a bunch of little tabs that hold the panel in. Once the panel is removed the lock actuator sits near the rear part of the door, you will have to reach in to get it. It's held on by a rivet that will have to be drilled out to remove the actuator. After you remove the rivet reach into the door, disconnect the wire from the bottom of the actuator then remove the actuator from the rod (there is a piece that comes off the actuator and sticks into the door lock rod). Then to install it is the infamous opposite of removal. Good Luck!
The Camshaft position actuator solenoid controls the exhaust camshaft retard position. From 0 to 25 degrees. It is driven by a pulsed electrical signal from the ECM... much like that of a fuel injector. It is located on the front-passenger's side of the motor... on the head. Removal requires the partial removal of the steering pump. It is prone to failure mainly due to debris in the motor oil that flows into it. An oil change and/or removal of the solenoid actuator to clean of the screens of it can sometimes resolve a related DTC.

Removal Procedure # Remove the left instrument panel insulator (this is the carpeted cardboard piece above the brake pedal that connects to the knee bolster)# Remove the knee bolster (this is the pad below the steering column) # Remove the steering column filler (this is the metal piece behind the knee bolter, under the steering colum) (4 larger bolts, and I think 2 smaller ones)# Disconnect the electrical connector from the temperature actuator. # Remove the HVAC Con (HVAC Control) MiniFuse #27 from the IP electrical center.# Remove the mounting bolts from the temperature actuator. # Remove the temperature actuator. Installation Procedure # Position the temperature actuator, then align the slots in the electric actuator driver to the flats on the temperature valve shaft.# Slide the electric actuator driver onto the shaft, while aligning the actuator locating hole to the forward alignment pin on the HVAC module case. The actuator driver should completely seat onto the temperature valve shaft and the mounting holes should be flush with the mounting bosses on the HVAC module case. # Install the mounting bolts to the temperature actuator. Tighten the temperature actuator bolts to 1.5 N·m (13 lb in).# Connect the electrical connector to the temperature valve electric actuator. # Install the knee bolster.# Install the left instrument panel insulator.# Install the HVAC Con (HVAC Control) MiniFuse #27 from the IP electrical center.
There is a temp blend door controlled by the temp control switch. The temp blend door is run by an actuator. If this actuator needs replacement it requires removal of the dash assembly (big job).
Removal and Installation Remove the instrument cluster finish panel. Remove the lower steering column cover. Remove the lower steering column cover retaining bolts. Position the parking brake release aside and remove the lower steering column cover. Remove the retaining bolts and remove the lower steering column reinforcement. Position the transmission range indicator cable out of the way. Disconnect the cable.Remove the retaining screw and position the cable aside. Remove the instrument cluster screws and position the instrument cluster aside. Disconnect the electrical connecters and remove the instrument cluster. To install, reverse the removal procedure.
