If you have wood studs I know of no code restrictions. I think sheet rock screws make good wood screws for many different applications.
If you have metal studs, the screws won't hold the box solidly to the stud. This may be a violation; I didn't look it up; but many things are done in a pinch. If this is your situation, connect the box to the stud as best you can. Then, once sheet rock is added and your device and faceplate, there won't be a problem because it all goes together to make an adequate installation.
I am NOT saying the box can be free-floating. It should be held more or less in place with the screws. If it is free-floating then you are depending on the faceplate to hold the box and device in place. This is a violation of code.
No, according to the electrical code the cable has to have a underground rating. That said many home owners do install indoor rated cable in PVC black water pipe and bury it for outdoor installations.
The mounting plate for a ceiling light is designed to be mounted to a round or octagonal ceiling box. Very often these can be installed in existing structures without too much trouble. Without the box it is a code violation. Splices must be in enclosures and hanging loose in the ceiling doesn't qualify. If you do not have a box in the ceiling, you might consider installing a box ON the ceiling. It would be only 1 to 1 1/2 inches deep. Your splices would be safely inside. These boxes are typically used in outside installations and come in white or gray and take paint nicely so no one may ever notice. This type of installation is acceptable if the box is properly mounted.

Heat pumps don't work well when the temperature outside drops below 40 degrees Fahrenheit. The way a heat pump works is by absorbing heat from outside and moving inside using the refrigerant. Much like an air conditioner absorbs the heat from inside of your home and moves it out. Therefore the colder it is outside the less heat a heat pump can produce. The reason they install electric heat strips is to ensure that when the temperature outside gets below 40 you will still have enough heat available to heat the property.

Since the plumbing is going to be behind the vanity, cut out a section of the drywall and cut notches in the edge of the studs deep enough for the drain and supply lines and connect to the existing pipes. Install new sheetrock making sure you don't screw or nail in the spots where the pipes are. You can run them inside the vanity also, there is always room at the back of the vanity and no one will notice.
Get yourself a few tubes of Green Glue and a couple of sheets of drywall. Apply the Green Glue to the inside walls of the closet and then screw the new drywall layers right over top. Use some acoustical caulk to seal the seams between the layers of drywall and then repaid the inside (if you need to). You'll notice a significant decrease in sound coming from the walls around the closet.
You can install the 110v line on one stud and the coax jack on any other, just don't put them on the same stud. This will cause major crosstalk in the coax line.
