The horn does have a relay. If it just quit all of a sudden, it is probably the relay. If it works sometimes and doesn't sound very good, it is probably the horn.
1996 Saturn horns are very common. They get moisture in them and short out. You can tell if it is an old style horn by looking at where the connector plugs in. If it is green it is old style; if it is black it is new style. They usually short out taking the fuse with them so check the fuse in the under the hood fuse block as well to see if it is blown.
