Why are doing this?
Running out gas, like my wife just did, is no big deal - just put more in and off you *should* go.
If the vehicle won't restart right away:
On a 2000 Ford Windstar : There are ( 3 or 4 filters ) It may be equipped with a cabin air filter For the engine there is the air filter , oil filter , fuel filter
It does not have one
The fuel filter is clogged or the carburetor needs to be cleaned and/or adjusted.
According to the 2001 Ford Windstar Owner Guide : The engine air filter is ( Motorcraft FA-1616 ) It is a cone shaped engine air filter
It does not have one.
The filter or jet inside the toilet inlet has become blocked and needs to be either cleaned out or replaced.
The fuel filter can not be cleaned.
The fuel filter is to be replaced and not cleaned.

According to one of Fords websites : For a 1998 Ford Windstar ( 3.0 and 3.8 ) The ( Motorcraft FL-400-S ) engine oil filter is used
the fuel filter is located on the drivers side just in front of the tank. brewski
There are two: the air filter for the engine and the cabin air filter
