There is no law against dating. However, there is only one reason a 22 year old would even consider dating a 13 year old and that is illegal in all 50 states. And if the 13 year old even gets ticked off a little bit and makes a claim (or even makes it up to brag to her friends) about what 'happened' on a date, he's got a lot of headaches, as well as felony issues.
