In most of the European countries and the US it's legal to date but if you think about having a sexual relationship both have to reach the age of consent in that country/state first.

In the US the age of consent differ between states, 16,17 or 18. If a minor is allowed to date it's up to the parents. Simply dating there are no laws against.

no, but i don't think it's a good idea although 4 years isn't a big deal, the difference in maturity is big from 16 to 20
