To my understanding as long as you have parental consent, you get married any time, and in any state really. If you're under the age of 18, and you have their permission, then its legal. There are *many* states--such as Illinois--that will not allow a 15-year-old to marry, even with parental consent. Missouri, I believe, may allow it.
