(b) Minors. 3. No person under 18 years of age may be tattooed except by a physician in the course of the physician's professional practice, as permitted under s. 948.70 (3), Stats.
In the state of Idaho, one can get a tattoo as young as 14 years of age with parental consent, and for this you would need BOTH of your parents present for the time of paperwork completion as well as they would be required by law to be present at the time of the procedure being performed. They will both need to bring their state issued ID's, a copy of your birth certificate, and may have to sign a waiver if you are exceptionally young. Even with this being the current law in Idaho, and in very few states, many shops still adhere to the "no one under 17" rule. Tattooing minors below the age of 17 just creates a bad image for your shop and isn't good for business.

No, you have to be 18 to get one. It is a good idea because as you get older your idea of what a tattoo should be will change. At a young age you could want a smurf, but in your 20's you may think that is silly. Once you get one it stays, so be sure you know what you want.

It means the child is being adopted by a close relative to the parents. I'm sure you've heard of babies of minors being adopted by the minors parents and raised as their sibling.

No. You may be parents, but you are still minors and require parents consent. When you both turn 18 you can get married without your parents consent since at that point you are an adult.

Actually there is no such thing as "The Romeo and Juliet Law." If the minors are underage for legally engaging in sex in their state the parents consent cannot wipe out the legal prohibition. If both minors are underage the parents can be charged with varying offenses (according to their state's statutes).
I know most tattoo parlors there will tattoo a 17 year old with parents PRESENT. Some will do 16 year olds with parents PRESENT. but written consent doesn't mean much when it can be forged.
