In the state of Idaho, one can get a tattoo as young as 14 years of age with parental consent, and for this you would need BOTH of your parents present for the time of paperwork completion as well as they would be required by law to be present at the time of the procedure being performed. They will both need to bring their state issued ID's, a copy of your birth certificate, and may have to sign a waiver if you are exceptionally young. Even with this being the current law in Idaho, and in very few states, many shops still adhere to the "no one under 17" rule. Tattooing minors below the age of 17 just creates a bad image for your shop and isn't good for business.

Actually there is no such thing as "The Romeo and Juliet Law." If the minors are underage for legally engaging in sex in their state the parents consent cannot wipe out the legal prohibition.
