If the relationship is a sexual one, it is incest and is not legal. That is, minors who do that are considered to need special care and training, and adult half-siblings are not permitted to marry. Adults half-siblings who engage in sexual relations without marrying may not be subject to legal action, but they are likely to be subject to severe social pressures if the relationship is known to others.
