No, it's not. There has been much controversy over selling seeds over the internet, because it's legal in Canada, but if you are a US citizen and order seeds from Canada, you can get in trouble because those sites aren't supposed to be international. Even if its somewhere other than Canada, you can still get in a lot of legal trouble.
I would suggest just buying a gram, picking seeds out of it, and grow those. That's what I do.

Legally speaking, No. Marijuana seed has no THC content, plus, it's not mariujana, it's a marijuana seed. If you had like a ALOT of seeds, I'm sure they can charge you with conspiracy to grow and sell or something, either way they are going to want to take it and throw whatever they got at you.
