Well that depends on if the parking lot is privately owned or if it is a municipaly owned property. Because if it is a private lot than the rules of the road are not in effect the police have no jurisdidtion, unless of course they have applied for there lot lanes to be considered public roads, which of a few I know of and the police make lots of money because of it.
