Yes, it is legal to melt down silver coins for scrap. Many coin dealers and jewelry stores will buy them from you at melt prices along with refiners. The only coins illegal currently to melt down in the US are pennies and nickels. Silver coins were illegal to melt down before a lot of copper-nickel coinage was circulating but it is legal now.

Because Lincoln cents until 1982 (Some 1982 cents are copper, others are zinc) were struck in 95% copper, starting in 1982 they are made of mostly zinc with a small plating of copper. Since copper has a greater mass than zinc they weigh more. Copper pennies are also worth more than zinc pennies, if it was legal to melt them down, you could get about 2 cents for every copper penny but only about half a cent in scrap for zinc pennies. However, at the time being it is illegal to melt down US pennies in the US or export them to be melted down.
If you are referring to U.S. pennies, it is illegal to melt them and has been since 2006.
Yes it is legal to sell any silver coins to a scrap buyer. But first call around to the buyers in your area for the best price.
Solid copper pennies were last minted in 1857 and were much larger than today's penny. Pennies were made mostly of copper until mid-1982, when the composition was changed to 97.5% zinc with a plating of 2.5% copper. The only exception was in 1943 when wartime copper shortages forced the Mint to make pennies out of scrap steel. Bronze cents were resumed the next year, 1944.
Traditionally, finding a penny is a sign of good luck. However, in Canada, where pennies are about to be phased out, finding pennies on your doorstep will soon mean that someone thinks you are in the scrap copper business.
British copper Pennies were last minted in 1860. If you have a Penny that old in good condition, you might be better off taking it to a reputable coin dealer for a valuation. Alternatively, the scrap value might be a few pence.
Their weight
The scrap value of a copper boiler will depend on the actual weight, if it has been cleaned to remove non-copper elements and the market value of scrap copper.
