Medicare is used by the VA to keep their own medical care expenses down. When a veteran eligible for medicare is under their care, the VA will bill Medicare to help ensure all veterans can be taken care of adequately.
If you are eligible for medicare, apply to help the VA maintain high quality medical care for other vets.
Medicare part D adds extra benefits on to your medicare package, it is prescription drug coverage that should be already included in your Medicare package, this means that her insurance would also cover the cost of any drugs she was required to get as part of her medical treatment.
Yes, if you are already covered by Medicare.
The official name of the Vietnam Veterans Memorial is as the question already implies; The Vietnam Veterans Memorial.
Veterans means they've already served...they're not fighting anymore.
There is no law requiring one to enroll in Medicare. However, many private insurers require this.
Medicare part B is an optional insurance offered for people already on Medicare. Part B offers ambulance services, clinical research, medical equipment, and much more.
If you already have Medicare Part A and are enrolled in Medicare Part B, you can get a Medicare Supplement. When it comes to having insurance at work, take a look page 16 in the 2009 Medigap Book: http://www.medicare.gov/Publications/Pubs/pdf/02110.pdf

Please explain your question more thoroughly if my answer does not suffice. I am unsure of what you mean by Medicare Carve Out Coverage. You can buy a Medicare Supplement at any time once you have received your Medicare Part A and Part B. If you do not enroll within 6 months of your Part B effective date you would be subject to underwriting. You can not join a Medicare Supplement if you already have a Medicare Advantage Plan as this is not allowed by Centers for Medicare. You would be required to drop your Medicare Advantage Plan prior to the Medicare Supplement effective date. If you had coverage through an employer, you would not need Medicare Supplement coverage as your employer coverage would be primary and then Medicare would be secondary for your out-of-pocket costs covered by Medicare.
They could need a Medicare HMO plan if they are over a certain age, and meet a certain income requirement. If they don't already have health insurance, this is something to look into.
The current regulations require tat you have some sort of minimal health insurance, either through an employer, purchased on your own, or from the government (medicaid) if you qualify based on income and resources. If you already have health insurance from an employer or otherwise that is comparable to or better than medicare than you can keep it and do not need to apply for medicare.
