Yes. From my experience with an identical year/model Passat, the fans will run at high speed in traffic. The fans are set to come on automatically as soon as the AC is turned on, since the AC condensor needs cooling and in-turn, makes the radiator have to work harder. If your system kicks into the high speed mode, it just means that the entire system needed additional cooling.
