No it shouldn't. If you find you have to force it back over the glans and it turns out to be painful be cause it gets too tight you may have to give it a few stretching exercises. Take it easy on the thing and just gently push and pull on it when the opportunity presents itself. under the hot shower or in the bath tub is an ideal place for this.

Roll it forward if it's the normal way for your foreskin to be. No need for a circumcision unless you have pain.
