Yes, you can develop a softer voice by simply using more air when
you speak. Generally speaking, most American English speakers use
very little air, giving the vocal tone an edge that sounds flat to
the ear. Smoking, over time, can further effect the tissue of the
vocal chords increasing this edgy sound. When practicing using more
air, do not overdo. Just a little breathy-ness will go a long way
in softening your sound.
