Yes. The only time you need a phone line to get broadband internet is if you choose DSL. You may want to look into cable Internet through your local cable company. If you can not get cable Internet in your area, you can get satellite Internet connections through companies such as WildBlue (ViaSat), or HughesNet. Satellite Internet is available anywhere. The only factor that would stop you from getting it is if there are trees DIRECTLY blocking the signal path, which is uncommon. I hope this helps! :)

An actually phone is not necessary, but the phone line in the house must be "live." Phone companies have special rates to activate the phone lines in a home without phone service. DSL uses same lines but at a different band.
Mobile broad band uses a phone and satellites to connect to the internet. The charges are usually higher than you would pay for a home broadband line into your house.
Digital Subscriber Line (DSL)
There are definite benefits to using broadband connections over dial-up. For one, broadband tends to be much faster than dial-up. Additionally, broadband does not require a phone line to connect. Dial-up connections are much more unreliable, as they frequently drop connection, and are also frustrating in that when using such a connection, ones phone line is unusable for phone calls.
