It is possible, but difficult, and not generally advised. One would have to restrict caloric intake to about half of normal intake, and exercise extensively. If you do attempt such a plan, be certain to be careful of your diet. You'll need to maintain protein intake, while reducing carbs and fats. A protein powder would likely make up the extent of the protein you take in, as other sources would add too many additional calories.

Remember that the eventual goal of any dietary play should be stabilisation- work on maintaining whatever weight you end up at, and especially maintain your fat-free mass. This applies in any case, whether during an after extreme weightloss as specified in the question, or a more moderate(and generally recommended) plan.

It's very unlikely; and it's very dangerous to lose that much weight in that short a time. It's possible if you have weight-loss surgery to lose that much weight, but even with diet and exercise, such a dramatic weight loss would not be the norm and could give you health problems. (By the way, if you see any pills that claim to give you a huge weight loss in only a couple of weeks, be very suspicious.)
