I have a 1997 Dodge Grand Caravan and my cruise control and horn stopped working and the airbag light was on. I called the dealer and they said it was a recall issue and they repaired it for free, Dodge has a lifetime warranty recall program on the clockspring. You don't have to be the original owner either. It took the mechanic about 30 minutes to replace it. Answer I don't know if it is possible but a mechanic changed mine to to a recall. My van is a 96' Dodge Grand Caravan. It may be a recall item and changed for free at a dealership. Answer I changed the clock spring on my Dodge Caravan. It is moderately difficult and it took me a couple of hours. Along with usual type tools, you will need a steering wheel puller and a T-20 type star headed screw driver. It is important to disconnect the battery and let the vehicle sit at least 1/2 hour ... just to make sure the air bag doesn't blow up in your face. You remove the air bag, pull the steering wheel and remove basically all of the plastic coverings on the steering column and the below the dash (driver's side) from there it is reasonably straight forward to unplug and remove the clock spring and put in a new one. The job got my horn working again and my air bag light goes out now, but my cruise control is still not working, and so far I haven't figure out why. Answer I had mine replaced pre-recall and then got reimbursed when the recall occurred. The Chrysler customer service center I called told me the new one had a lifetime warranty (they're not supposed to fail) and should it fail again, that I should bring it to the dealer to have it replaced free of charge. It doesn't matter who the owner of it is. If you buy the car used, you're covered. Answer I had a 1997 that the clockspring went bad shortly after buying the vehicle in 2008. If you call the dealer and give them the VIN number, they can verify that it is a LIFETIME warranty item (can look up on line too). I waited for several months because the part was on backorder. I had contacted a number of dealers in my area, but none had any. Eventually one dealer was nice enough to find one at a dealer far away, and had it shipped in (I offered to pay shipping, as they are not obligated to do this). They replaced it and the service manager didn't even charge me for shipping!
Check with the dealer. There was an open ended recall on this. If your van fits into the years effected, the dealer will do it for free. Otherwise, I would go to a mechanic.....airbags are DANGEROUS to mess with, unless you would like to chance blowing your head off and into the back seat.
