Absolutely, but for most teams, you must be invited to a tryout, based on video submission, word of mouth, etc. It doesn't happen often, but it does happen.
One of the more recent examples is Norwegian kicker Havard "Kickalicious" Rugland, whose viral YouTube video landed him tryouts with the New York Jets, Cleveland Browns, and ultimately the Detroit Lions, where he's currently competing with David Akers for a starting position. Given Akers performance last year, I'd bet money on Rugland, even though he has no prior American football experience at any level.
