Additional answer: yes, it is safe to drain a salt water pool into the ground. Refer to posts on draining a pool in general before you attempt this. The concentration of salt in a salt water pool is slightly saline, at about 2700-3400ppm as opposed to the ocean which is at 35000ppm.
Certain plants/animals can obviously tolerate salt water better than others, so you may have some issues, but in general the levels should be low enough not to cause too many problems./

as long as you have not had a bunch of rain and the soil is saturated. if it is you will have a pool that is not in the ground becasue the weight of the water is holding the pool in place. Yes it is safe.

You have to be careful about emptying any in-ground pool. Normally they have a hydrostatic valve in the deepest part of the pool in case there is ground water built up around the outside of the pool. If there is the valve will allow ground water into the pool. if there isn't there is a good chance that the pool will start to float in the ground water. In effect the only thing you have to worry about is that there is no water under the pool if there is you will need to find a way of getting rid of it before emptying the pool.

I would think that a partial drain of the water would be best here mainly because of the liner age and shrinkage. If the liner pops out during or after draining you are most likely going to have to replace the liner.

Assuming that the pool in question is in-ground - The plug is a valve which allows underground water to enter the pool. The reason for the spring loaded valve to let water enter the pool is that if there were a large amount of water underground the pool eventually could be lifted when the ground freezes or when the pool is emptied. Main drains have two (2) holes one at the bottom and one at the side.. Most are plump from the sides.. Plug in main drain Depending on the brand of main drain it could have two holes, one for a suction line and the other for a hydrostatic relief plug or valve. Or perhaps the second line is used to balance a skimmer? How about all of the above? Your pool pro may be the smart move here. Of course it could have only one Or perhaps a line is plugged because it was leaking in the past and it was not affordable to fix for the previous owner. Never unless some one has dumped something dangerous or unfilterable in it. It may be necessary to lose some of the pools water from time to time in order to reduce mineral build up or excessive salt in the case of salt water pools but just about any thing that happens in a swimming pools water can be handled with the right treatment.

If it is structurally safe to empty the pool (consider type of pool, ground water level etc - check with a Pool Service) sure it can be emptied and refilled. That's probably the best way to clean up the pool walls etc and star with fresh water. Add salt and connect the Saline System and you'll have the best pool water in town. If you cannot empty the pool, you need adjust pH to correct range and treat with chlorine (check dosage wih Pool Shop or Pool Service Co) and vacuum - probably best to vacuum to waste, not into your filter. You also need to have the filter stripped down and checked out. If your pool is that green then it may be easiest to drain, clean and start fresh. Be carful draing a pool in the winter as high water tables could push the pool up out of the ground like floating a barge.
