Yes, 3C #8 cable is rated for 40 amps. New homes are roughed in with 3C #10 rated at 30 amps for dryers. A new electric dryer should be up to code and have a 4 wire plug on it. If your home was built after the 70's a ground wire should be in the dryers receptacle box. Change the old three wire receptacle to a new four wire receptacle to match the new dryer plug in. The ground wire in the existing box will still ground the box and a small piece of ground wire will be taken off of the ground screw and added to the ground terminal on the four wire receptacle.
