Is mass constant in all three states of matter?

By definition, the mass of a certain amount of substance is a constant regardless of the state it is in.

But you should realize that there are actually four, not three, states of matter. Matter in the ionized state is called plasma, which comprises 99.99% of all visible matter in the universe.
