The president decided that since he needed to cut funding for certain programs to reduce the deficit, he would cut back on having another flight to the moon, since we have already been there. Instead, he focused the funding on a future voyage to Mars. So, NASA is in no danger of being shut down, and is working on sending astronauts to Mars. Presidents focus and re-focus funding to federal agencies all the time.
