No, but they are related, both are buteo hawks. The Red-shouldered Hawk (Buteo lineatus) prefers wetter areas like a swamp for example, while the Red-tailed Hawk (Buteo jamaicensis) prefers open and dry areas like a pasture.

The Red-tailed Hawk is also found in dense, dry, woodlands.

No they are two separate species. Red shouldered hawks have reddish patches on their shoulders and very different markings. They are smaller and only occupy the eastern half of North America while Red Tailed hawks (named for the red tail seen in adults) with their extensive breeding range cover the vast majority of North America.

Actually, the bird normally referred to as "chicken hawk", is the Cooper's hawk, an accipiter or bird eating hawk, that sometimes takes poultry. Red tails will take some chickens, but only rarely.
