You must have a permit and planned accordingly to arrange this. Most are arranged at the local or state level, depending on the location. As for just walking to a park and setting off any firework that you wish to, it is NOT permitted. (unless you are setting off sparklers, etc.) Check the link attached for guidelines in each state as the types of fireworks permitted are listed.
Get started as in set off would be done by lighting the firework but if you mean how did fireworks get invented, it was because on November 5th ages ago( not sure when!) Guy Forks tried to blow up the houses of Parliament, and failed. People celebrate every year by blowing something up them selves (like a firework) or setting on fire to something (like a bonfire). :)
