It depends on where you live. It may not be illegal, but it is oblivious very dangerous. When driving you attention must be on the road. One split second of inattention may cost someone their ( or your ) life!!

In more and more areas, yes, texting, and the use of other handheld, electronic devices is now illegal.

Unfortunately, in some areas, it's still legal. However, you have a good point. If it is illegal to use your hands to hold the phone or answer it, common sense dictates that it should be illegal to text-message while driving. There is nothing in black and white that says, "Don't text-message while you are driving," but people should be intelligent and sensible enough to not send text messages while driving. LIke I told someone else recently (while they were driving), "You're driving! Keep your hands on the wheel, your eyes on the road, and your mind on your driving. A vehicle can be very dangerous if you're not careful with it." I'd say your friend owes you $5!

Texting while driving should be illegal for several reasons, one being that texting while behind the wheel is just one more distraction. A person already has enough things to concentrate on such as flipping the radio, talking to passengers and of course the obvious, driving the vehicle. Texting is only asking for trouble. Even if a driver's eyes are off the road for a second the risk of a collision increases. When someone chooses to text and drive, they not only risk their own life and the lives of their passengers, but they also endanger others on the road.
