The How is easy: the House has a fixed number of members (currently, set at 435, though the number has varied over time). After a total population count every 10 years (the Census), these 435 representatives are divided as evenly as possible amongst the states, so that one representative is assigned for approximately equal amounts of people. Currently, the US has about 310 million people. That means, each representative should stand for about 710,000 people. Now, given there are other restrictions on apportionment (no state can have less than 1 representative, etc.), it turns out this isn't strictly equal, but the idea is to get each representative's district as close in size to the others as possible.

As to the Why: the Founding Fathers believed in democracy, the right of the people to decide their own government, and participate in that government. The House of Representatives was their way of allowing ordinary citizens as much as a direct voice as possible, since it was immediately responsible to the citizenry via direct elections.
