I have a 2000 Stratus sedan with a 2.5 engine, my fuel pump relay is in the fuse box under the hood on the drivers side next to the battery cable post. Take the cover off and look inside the lid there will be a diagram that shows which relays are for what. Good luck Ed Forman
I would say most likely would be the starter causing it. It could be a number of things. Try checking the easiest - battery cable to see if they are loose be sure not to damage the post on the battery and check the cable to the starter.Most vehicles we've dealt with the same problem were older.
Ignition off, hook a battery charger to the battery post and let it charge. Black - Red + Disconnect the charger before starting the vehicle. You do not have to remove the cables nor take the battery out of the vehicle. Batteries are constantly being charged on the vehicle with the alternator. That is just unnecessary work for nothing. Since the battery is in the fender, you hook the battery charger to the jump start posts under the hood.

You can buy an adapter to convert a side post to top post or visa versa.
Connect the positive (+) Red cable from the charger to the positive (+) post of the battery. Now connect the negative (-) Black cable to a metal part of the engine. Do not connect to negative battery post. Plug the charger in. Unplug the charger before removing the cables. Disconnect the negative cable first.
