Why the Confusion?

Common Sense dictates that every country has the right to declare its own capital, and Israel declares its capital as Jerusalem- Period.

Certain sections of Jerusalem are hotly debated as areas of Muslim or Jewish inhabitance and control. Therefore, Jerusalem is not recognized as the capital of Israel by a few countries, particularly Muslim countries who refuse to recognize Israel's right to exist. These same countries make up a portion of the UN, so the UN recognizes Jerusalem as the capital ...but 'disputes' recognizing Jerusalem in its 'entirety' as the capital of Israel.

This issue does not change the fact that Jerusalem is the capital of Israel ad is Globally recognized as the official state capital of Israel.
