If you live in the Northern Hemisphere north of the tropic cancer, it is generally one of the coolest month of the year. However it dose warm gradually since it is the last month of the meteorological winter season. If you live the Southern Hemisphere, it is a summer month and can be one of the hottest.

That depends on where you are. In the northern hemisphere, some countries regard February as winter and others as spring. If you are in the southern hemisphere February would be summer or autumn. So there is no definitive answer.

Not necessarily. If you live in the southern hemisphere it is a very warm month. If you live in the northern hemisphere, then it is cold. Some years it would be the coldest, but in other years another winter month might have colder temperature. You could look at averages, but then that would also have to factor in where you lived in the northern hemisphere, as it would be different for different countries and different parts of countries. So there is no clear answer.
