The fuel filter is located on the underside of the car, just forward of the left rear wheel. It is inside of a black plastic shield which must be lowered to remove/install the filter.
The fuel filter is uder the driverside door outside of the truck. Underneath the truck you will see the frame ( C-beams) of the truck. Its on the inside of the driverside C-beam.
The ignition relay on a 1995 Jetta is in the fuse box that is up inside the dash on the driver's side of the vehicle. To access this fuse box there are clips holding onto the cover and holding it into the dash.
It is in a plastic holder right in front of the oil pan. You cant actually see the filter until you undo the plastic holder.
