Stars are only visible at night (for the most part) because the atmosphere scatters sunlight, and that scattered sunlight is bright enough to wash out the light from most stars. A few of the planets are bright enough, at least at times, to be seen during the day.

However, the stars are still THERE, whether you can see them or not. It's like asking if the milk is only there when the refrigerator door is open.
