No, the movie Arceus that has been distributed in Japan is not the only Arceus that will work for the Heart Gold and Soul Silver Arceus event. That Arceus was special, because of the fact it unlocked a special Pichu event in Heart Gold and Soul Silver. Any Arceus will work for the event in which you can get a Level 1 Dialga, Palkia, or Giratina in Pokemon Heart Gold and Soul Silver.

Well, from now until The 15th, Toys R Us is having a special distribution event where they will be giving out a special lvl 100 movie Arceus to coincide witht he English release of Arceus and the Jewel of Life. At pretty much every Toys R US in the US, you can go there and download Arceus to your Diamond, Pearl, Platinum game via they're Wi-Fi and once you get it, you can battle with it in the game. Also, next year, when HeartGold and SoulSilver are released, you can trade this Arceus over to that game and it will unlock a special location where a special Level 1 Palkia, Dialga, and Giritina will be available for capture I hope to be at the distribution event ^_^ Anyway, hope this answered your question.

In Platinum, you have to get the Azure Flute (I'm pretty sure that's what it's called) via Mystery Event. Then you have to go to Mt. Coronet, and go through the mt. again until you reach the area where you face palkia and dialga. You play the Azure Flute there and a staircase will appear with Arceus at the top. I think he's level 80 at that point. NOTE: After you catch Palkia, Dialga and Giratina I'm not sure about other games...

When you do, there is a man that hits you and examines the Arceus, that you are supposed to have first. Then he leads you to the ruins and you go back in time. You actually are transported to Sinoh and Cynthia and she will tell you to deposit your Pokemon. then go back to the place you were and go in the middle of the circle. Choose any of Girantina, Dialga, or Palkia. Then you are transported to your own time and place in the ruins! You can also use the 12th Movie Aceus to unlock this event. After you have done this event once with either one of these arceus',you can then repeat the event with the other but the second time theres no Cynthia.
