The common raccoon (Procyon lotor) is related to both! The Latin-word designation 'Procyon' meansbefore dog. And yet, they are known as 'the bear's little brother' because they are distantly related to the bear family.

Neither. Raccoons are part of a family of animals that includes coatis, ringtails, olingos and others. Their taxonomical family name is Procyonidae. Cats belong to the family Felidae and dogs belong to the family Canidae. While cats, dogs and raccoons are mammals and may have some similarities in appearance, they are very different in Biology and behavior.

BUT, in Asia there is an animal called the raccoon dog that IS part of the dog family. But it is a dog, not a raccoon, it just looks similar to one.

They are distantly related in that both are technically carnivores. They are in a family separate from bears that includes raccoons, coatis, kinkajous, olingos, olinguitos, ringtails and cacomistles - the Procyonidae. Technically they are carnivores but most are actally omnivores.
