It shouldn't be even criticized for wearing rosary because it is just a method of carrying around the rosary than putting it in your pocket where it can get dirty or fall out.
They wouldn't have made it in a form of a necklace if it wasn't supposed to be worn.
They don't have anything against wearing the ten beaded rosaries which are worn on the wrist, so why is it sinful to wear a regular rosary?
Besides, it is not disrespectful to wear a crucifix, why should it be disrespectful to wear a rosary?

Some people, out of devotion, wear it around their necks or wrap it around their wrist in order that they may work and pray at the same time. This is perfectly fine, though care should be taken as the beads can easily become caught on things. Catholics are encouraged to always have a Rosary on their person, even if it is in a pouch or in your pocket, for its presence on your person has special graces and indulgences (note, many have been suspended since Vatican II) and if the Rosary is said while the blessed beads are on your person, you receive full merit for saying the devotion.
No it's not a sin. But to wear a rosary on your right ankle just to be "cool" or "hot' or whatever the current lingo is, is vanity. And vanity is a sin..

In the United States, rosaries are generally not treated as an article of jewelry, and if you wore one, it might cause people to wonder why you were doing it. There have been holy men (some monks, for example) who have worn a rosary as a sacred object, but in general, most American Catholics use it to pray with, rather than to wear.
