No it isn't.

It shouldn't be even criticized for wearing rosary because it is just a method of carrying around the rosary than putting it in your pocket where it can get dirty or fall out.

They wouldn't have made it in a form of a necklace if it wasn't supposed to be worn.

They don't have anything against wearing the ten beaded rosaries which are worn on the wrist, so why is it sinful to wear a regular rosary?

Besides, it is not disrespectful to wear a crucifix, why should it be disrespectful to wear a rosary?

No it's not a sin. But to wear a rosary on your right ankle just to be "cool" or "hot' or whatever the current lingo is, is vanity. And vanity is a sin..
