It is not a 'set' word - some dialects and accents pronounce it, and other don't.
Here in Ireland it is usually pronounce when people are speaking carefully , but in everyday conversation it gets elided out of the word and they say 'offen'.

Would you be kind enough to provide a reference for your answer? I am trying to find the offical English answer and as yet, have not had any luck. My Oxford English Dictionary has both answers. I notice the Queen (of England) uses the silent version.
