Is their anyway to find out who a blocked caller is?

There are two possible ways to interpret your question. I will answer both interpretations. First, "How do I unblock Caller ID on calls I make?". Simply dial *82 for any call that you do not want Caller ID blocked. The other possible interpretation is "How do I find out the identity of someone who called me restricted?". For this to be possible, you will need to go to court to force your telephone service provider…
Phone numbers can be temporarily or permanently blocked. Unfortunately, blocked Caller ID can be recovered with special software or other cell phone providers. In the United States, the prefix *82 (or 1182 on a rotary/pulse phone) will send your Caller ID. The prefix *67 (or 1167) will block your Caller ID.
